Why is the steering column smoking?
You've likely an electrical short in your ignition or lighting circuit, enough to 'smoke' electrical connectors or insulation. Most other circuits in a car are isolated enough or draw so little amperage that shorts wouldn't cause smoke, but ignition is a very high-amp circuit, and lighting not that much lower.
